refs https://github.com/TryGhost/Toolbox/issues/214 - These variables need to be present in the configuration during the Ghost's boot time initialization, which caused a need to remember to mock settings cache before agent initialization. - By moving the values into default settings config it removes the need to do any work during test environment setup.
