- Moved api cors from shared to api as it is not shared (except within the API)
- This file is only used in one part of the app, this updates the code structure to reflect this

- move all test files from core/test to test/
- updated all imports and other references
- all code inside of core/ is then application code
- tests are correctly at the root level
- consistent with other repos/projects
