Improve utils of slices (#22379)
- Move the file `compare.go` and `slice.go` to `slice.go`.

- Redesign `RemoveIDFromList([]int64, int64) ([]int64, bool)` to
`SliceRemoveAll[T]([]T, T) []T`.
